‘भारत अखण्डन: अनुच्छेद 370 और नागरिकता संशोधन अधिनियम पर लिए गए निर्णय’ विभाजन के कारणों पर डॉ बी आर अम्बेडकर के विश्लेषण, तथा ‘पृथक राष्ट्र’ के इस्लामी मतवादीय सिद्धांत (जो सफल हुआ) – कि मुसलमान किसी गैर-मुसलमान शासन में अल्पसंख्यक की भाँति रहना कदापि स्वीकार नहीं करते – इन बातों का आधार लेते हुए आगे बढ़ती है। एक विद्वत्तापूर्ण विश्लेषण करते हुए श्री दीक्षित सीएए-विरोधी प्रदर्शनों और तदन्तर हुए दंगों की जड़ तक जाते हैं, जिनका प्रारूप वही था जिसे डॉ अम्बेडकर ने “राजनीति की गैंगस्टर पद्धति” की संज्ञा दी थी। यह पुस्तक ‘शांतिप्रिय सूफियों’, और यह कि मुसलमान भारत में इस कारण रुके क्योंकि उन्होंने ‘पंथनिरपेक्ष भारत’ की अवधारणा को चुना था, इन राजनैतिक लीपा-पोती से परिपूर्ण मिथकों को ध्वस्त करती है।
अनुच्छेद 370 के लिए श्री दीक्षित कश्मीर के इतिहास को तबसे खँगालते हैं, जब सुल्तान सिकंदर बुतशिकन (मूर्ति-भंजक) के अधीन कश्मीर से पहला बहिष्करण हुआ, और धरती के इस मनोहर स्वर्ग का इस्लामीकरण प्रारम्भ हुआ। 1989-90 का कश्मीरी हिन्दू बहिष्करण वास्तव में सातवाँ था।
यह पुस्तक उस इस्लामी रणनीति के अंतस में झाँकती है, जो निरन्तर जिहाद में विश्वास करती है, समाज को अर्ध-सत्य बता कर उन्हें दिग्भ्रमित करती है, ताकि उसका अंतिम लक्ष्य, जो कि दार-उल-इस्लाम बनाना है, प्राप्त किया जा सके।

यह पुस्तक भारतीय संविधान के ऐतिहासिक सच, तथ्य, कथ्य और यथार्थ की कौतूहलता का सजीव चित्रण करती है। संविधान की कल्पना, अवधारणा और उसका उलझा इतिहास इसमें समाहित है। घटनाएँ इतिहास नहीं होतीं, उसके नायक इतिहास बनाते हैं। 1920 से महात्मा गांधी ने स्वाधीनता आंदोलन की मुख्यधारा का नेतृत्व किया। उन्होंने ही स्वराज्य को पुनर्परिभाषित किया। फिर संविधान की कल्पना को शब्दों में उतारा। इस तरह संविधान की अवधारणा का जो विकास हुआ, उसके राजनीतिक नायक महात्मा गांधी हैं। वे संविधान सभा के गठन, उसे विघटित होने से बचाने और सत्ता हस्तांतरण की हर प्रक्रिया में अत्यंत सतर्क हैं। उन्होंने हर मोड़ पर कांग्रेस को बौद्धिक, विधिक, राजनीतिक और नैतिक मार्गदर्शन दिया। संविधान के इतिहास से पता नहीं क्यों, इसे ओझल किया गया है। ग्रेनविल ऑस्टिन ने जो स्थापना दी, उसके विपरीत इस पुस्तक में महात्मा गांधी की नेतृत्वकारी भूमिका का प्रामाणिक विवरण है। पंडित नेहरू बड़बोले नेता थे। खंडित चित्त से उनका व्यक्तित्व विरोधाभासी था। संविधान के इतिहास में वह दिखता है। इस पुस्तक में उसके तथ्य हैं कि कैसे उन्हें अपने कहे से बार-बार अनेक कदम पीछे हटना पड़ा जब 1945 से 1947 के दौरान ब्रिटिश सरकार से समझौते हो रहे थे। सरदार पटेल ने मुस्लिम सदस्यों को सहमत कराकर पृथक् निर्वाचन प्रणाली को समाप्त कराया, जिससे संविधान सांप्रदायिकता से मुक्त हो सका। इसे कितने लोग जानते हैं! डॉ. भीमराव आंबेडकर ने उद्देशिका में बंधुता का समावेश कराया। डॉ. राजेंद्र प्रसाद ने संविधान सभा का भरोसा उन झंझावातों में भी विचलित होने नहीं दिया। संविधान की नींव में जो पत्थर लगे उन्हें बेनेगल नरसिंह राव ने लगाया, जिस पर इमारत बनी। उस इतिहास में एक पन्ना ‘राजद्रोह धाराओं की वापसी’ का भी है, जिसे असंवैधानिक संविधान संशोधन कहना उचित होगा। पंडित नेहरू ने यह कराया। यह अनकही कहानी भी इसमें आ गई है।

“It is a matter of great pleasure as well as pride to reproduce, in this book the three historic speeches delivered by Dr. Babasaheb Ambedkar before the Constituent Assembly of India, respectively, on (1) Tuesday, 17 December, 1946, (2) Thursday, 4 November, 1948 and (3) Friday, 25 November, 1949.
Summing up Dr. Ambedkar’s thoughts on the Constitution, he had said that the Constitution was “”workable, flexible and strong enough to hold the country together both in peace time and in war time. Indeed, if I may say so, if things go wrong under the new Constitution, the reason will not be that we had a bad Constitution. What we will have to say is, that man was vile.””
Sounding a trumpet of caution, Dr. Ambedkar had expected that the people ‘must hold fast to constitutional methods to achieve their social and economic objectives, if they wished to maintain democracy not merely in form, but also in fact!
In the present scenario, it is highly imperative and even more relevant for us to pay heed to what Dr. Ambedkar had then advised us if we are to preserve the core values of the Constitution and democracy.
Every generation must revisit Dr. Ambedkar’s thoughts and try to reach to the essence of his reflections expressed in these speeches before the Constituent Assembly.”
